Interior Minister to be responsible for declaring terror threat levels

The Bulgarian Interior Minister will be the one to assess and declare various terror threat levels in cases of risk of terrorist acts. This was decided by the National Assembly, which adopted on first reading a law on countering terrorism.

The new law allows the armed forces of the country to carry out document checks and to perform searches. The armed forces would also have the right to use force against citizens under the law for the Ministry of Interior when there was resistance or refusal to obey a lawful order. The Bulgarian Prime Minister has also ordered the establishment of a national operational headquarters for management of forces and means used to counter terrorism. The new law also envisages administrative sanctions for those who do not follow the orders of the police or armed forces. Fines range from 250 to 5000 euros if offenders were not subject to more severe punishment. In case of a terrorist act in Bulgaria that caused death or injury to many, property damage or damage to the economy, as well as environmental impacts associated with pollution with chemical, biological or radioactive substances or materials, a state of emergency could be declared in the whole of the country by the National Assembly or by the president, according to rules established by the country’s constitution.
