“The system of financing of higher educational establishments is to change and the state subsidy will depend not so much on the number of students, as on the quality of the education and the way the labour market evaluates it,” said Minister of Education and Science Krasimir Valchev who paid his first visit to a higher educational establishment - the university in Rousse.

“The offers of material incentives to students who enroll at a university that have become so popular of late are not against the law, but are a far cry from the educational idea.”

In Minister Valchev's words, young people applying for higher institutes of learning should use the university ranking system where more than 50 criteria are applied.

“If they just want to give their money away for a diploma, we can't stop them. The only tool the state has is not within the bounds of the ministry of education and it is accreditation.”

Minister Valchav added that talks will be held with the National Evaluation and Accreditation Agency and one of the points will be connected with the responsibility of the accreditation process to the reputation of higher education.
