In an interview with, the head of Ciela Norma, Veselin Todorov, expressed his doubts that any market research or consultations for determining the budget needed for buying the additional voting machines for the upcoming parliamentary elections had taken place.
Yesterday, parliamentary speaker of the 45th National Assembly, Iva Miteva, said the company was twisting the hands of the Central Election Commission with the price of the machines. Ciela Norma delivered 9,600 machines for the elections in April and now it was expected to provide another 1,500 devices. The CEC set a budget of 3.3 million euros for the additional machines, but the company wants about 7.5 million euros, saying that otherwise it would go bankrupt. After an amendment to the Election Code, machine voting has become mandatory in stations with more than 300 voters, both in this country and abroad.
