For years, Bulgaria's higher education has been wandering between different models and looking for an answer whether university graduates should be broad-spectrum or narrowly profiled specialists. This position was expressed by the Rector of the Higher School of Telecommunications and Posts Prof. Miglena Temelkova at a forum for the development of vocational higher education and the priorities of the state.

According to her, employers do not need large educational institutions, but small flexible universities that can quickly adapt their education to their needs. The Rector of Sofia University “St. Kliment Ohridski"Prof. Anastas Gerdjikov, however, stressed that higher education institutions should not be opposed to each other and everyone should appear where they are strongest. During the discussion it became clear that the Ministry of Education and Science has expanded the list of business partners who have the right to enter into training contracts with students.
