Procedure for applying in Bulgarian universities for Bulgarians abroad to undergo changes

Bulgaria's Ministry of Education and Science is preparing changes in the decree for carrying out educational activities among Bulgarians abroad. Probably one of them will be related to applying for master's programs. The possibility of considering a master's degree as a second degree in higher education is being discussed. If this happens, the status with which people of Bulgarian origin, but with a foreign passport, have entered the bachelor's program of a university in Bulgaria, will be recognized for the master's degree. 

After this change, Bulgarians who are foreign citizens and who have acquired the right of permanent residence in Bulgaria will be able to continue their higher education in Bulgaria without any problems, the ministry announced on its website. Proposals must be ready by November 30 this year. 
The new procedure for applying in higher education institutions in Bulgaria  for Bulgarians from abroad is expected to enter into force in 2022.
