Manual counting of receipts after machine vote will not be included in election protocols

The Supreme Administrative Court has overturned the decision of the Central Election Commission - CEC to count the control receipts after the end of the election day on November 14. The requirement had been introduced for all polling stations with machine voting. The results had to be recorded in an additional protocol.

"The only document certifying the result of the voting is the protocol printed by the machine. The control counting of the receipts cannot be part of the protocols," the court ruled. However, according to the magistrates, the CEC may conduct a control count in any volume it deems appropriate and this count cannot affect the election result.
