Public Financial Inspection Agency finds serious violations in construction of Hemus motorway

Bulgaria’s Ministry of Finance announced that an inspection conducted by Public Financial Inspection Agency found serious violations in the completion of Hemus motorway. A contract between the Road Infrastructure Agency and Avtomagistralli EAD for the completion of Lots 7, 8 and 9 of Hemus Motorway to the tune of EUR 690 million excluding VAT was subject to inspection. 

The inspection found that the estimated prices were inflated by more than EUR 9 million. Prices for various materials and construction works on the above-mentioned lolts of the motorway were also inflated. The inspection also found that the Public Procurement Act had been circumvented during subcontracting of construction works by Avtomagistral EAD under 15 design contracts.
