"Two ministries, the Ministry of Agriculture and the Ministry of Environment, are primary to blame for the floods because of negligence, unfinished work and violations", former Minister of Environment and Water Evdokia Maneva said for the BNR. "It is obvious that there was illegal logging in the flood-damaged area, which exceeded the normal volumes", said Evdokia Maneva.

In her words, the checks will be made by the ministries responsible for the calamity, so we will not learn the whole truth. “We will not learn the truth until independent experts make an inspection”, the former Minister of Environment and Water said. In her words, the caretaker cabinet should have already sought help from the EU to repair the damages in Karlovo region.
