The Constitution is a social contract: Prof. Daniel Valchev

Constitutional changes need a broad discussion, said Prof. Daniel Valchev, Dean of Sofia University’s Faculty of Law, in an interview with the Bulgarian news agency BTA. “If there are bills on amendments to the Constitution, whoever may have submitted them and whatever ideas they may include, they ought to be made public for everyone to have their say,” he stated. In his words the Constitution is a social contract and if anyone is thinking of making changes within an inner circle, the effect wouldn’t be good and being in a hurry cannot be an excuse when it comes to the Constitution of the country.
