On September 13, the Council of Ministers approved the Memorandum of Intent between the Bulgarian and Ukrainian Ministries of Defence. It has yet to be ratified by Defense Minister Todor Tagarev.

The Memorandum outlines a wide range of areas for bilateral defence cooperation. It will be a sign of Bulgaria's readiness to strengthen cooperation to develop Ukraine's defence capabilities and to enhance its interoperability with NATO. The document is in line with the Declaration in Support of Ukraine's NATO Membership adopted by the 49th National Assembly on 6 July 2023, the Ministry of Defence said.
