Russia is using fictitious military exercises in the Black Sea to block the export of Ukrainian grain, which also poses a security risk to our country, Defense Minister Todor Tagarev said at the annual conference of the Minister of Foreign Affairs with the Heads of the Foreign Missions of the Republic of Bulgaria.
