According to a report by NGOs, the oil refinery in Burgas has made EUR 1 billion out of these violations. “The government has already taken steps. It increased the taxes Lukoil has to pay to bring down the excess profits that enter Russia to fuel its war. What could have been done has already been done,” the Bulgarian prime minister said. “That is an issue different from the issue of how Lukoil is evading the regulations by transfers from tanker to tanker, or by bringing oil into other countries with false documents. But it is not within the government’s powers to address that,” PM Denkov added.
