Fines for unfair commercial practices in Bulgaria have no deterrent effect

The Commission for Consumer Protection (CPC) is seeking a lasting solution to the issue related to the indexation of prices for mobile services. There are legal arguments that protect consumers and legal arguments in favour of traders, CPC Chairman Stoil Alipiev said for BNT. 

In his words, the indexation clause has been set in advance and the consumer has been notified and has agreed to it. On the other hand, the amount of the sanction is disproportionate to the collective harm inflictеd by a large trader. According to the CPC Chairman, the fine of up to EUR 25,000 has no deterrent effect against the backdrop of hundreds of millions or billions in turnover.
