The Economic and Social Council insists on the creation of an Energy Poverty Observatory and Information System for Vulnerable Households, BTA reports. A national strategy is also needed, including a number of measures for people who have difficulties heating their homes – from a social tariff and targeted support to investments in energy efficiency and tax relief.
The institution warns that the liberalization of the energy market will increase prices and calls for interconnection with the European energy market and a rethinking of the pricing model.
About 30% of Bulgaria’s population – 1.8 million people, falls into the group of those affected by energy poverty, the institution announced. This country ranks first in the European Union in terms of households’ inability to heat their homes.
