The European Commission has disbursed €438.6 million to Bulgaria as part of the second payment under the Recovery and Resilience Facility (RRF).
On 3 October 2025, the Commission partially approved the payment, stating that Bulgaria "still needs to implement one outstanding milestone relating to the reform of the Anti-Corruption and Illegal Assets Forfeiture Commission".
The Commission will consider releasing the remaining funds once this key milestone has been addressed. The second payment request under the RRF amounted to a total of €653 million.
"Bulgaria's recovery and resilience plan is backed by €6.17 billion in grants," the EU Commission notes. 'Today's payment will raise the total funds disbursed to 29.5% of the plan's allocated amount, with 38.2% of Bulgaria's outlined milestones and targets having been achieved.'
