Bulgaria is taking part in a high-level European summit on digital sovereignty in Berlin on 18 November, co-hosted by France and Germany.

On 13 November 2025, the country's Council of Ministers approved Bulgaria's formal joining of the Declaration on European Digital Sovereignty, which aims to strengthen Europe's capacity to act in the digital sphere.

Drafted jointly by EU member states, the declaration is expected to be signed at a separate event organised by Austria during the Berlin summit.
