Bulgarian president vetoes amendments to VAT Act

Bulgaria's President Rumen Radev has imposed amendments to the VAT Act. They introduce new provisions in the Consumer Loans Act, which the head of state defines as "inadmissible" and "legally intolerable", BNR reports. 
With some of the approved texts, the deputies have agreed that non-bank financial institutions can charge a double penalty to consumers if they do not fulfill their obligations under a loan agreement. In his reasons, the President defines as unacceptable the practice of the parliament with transitional and final provisions of one law to change others.
