Bulgaria's President Radev vetoes amendments to Spatial Planning Act

Bulgaria's President Rumen Radev has vetoed changes to the Spatial Planning Act. The amendments were passed by parliament in January. The President has stated that he supports the efforts to improve the legislation in the field of spatial planning, investment design and construction. According to him, however, the changes do not sufficiently guarantee the exercise and protection of the rights of citizens and legal entities. The introduced possibility for judicial appeal of the general development plans is unreasonably limited in time and from the point of view of the circle of authorized subjects.
According to the President, the new regulations do not contain sufficient guarantees that the socially significant task of the municipalities to carry out expropriation procedures will be performed strictly and in the public interest.
