The caretaker cabinet in Bulgaria has fulfilled nearly 50%, or 30 out of all 66 priorities and tasks set for its short (two months long) mandate, announced interim Premier Professor Georgi Bliznashki at the end of the first month of its mandate. Along with its main task to organize the forthcoming early Parliamentary elections in Bulgaria due on October 5, Premier Bliznashki stressed on the necessity to stabilize the public systems and the country’s government. For the purpose, the interim cabinet made an inspection of the main fields of the country’s government. The cabinet found a series of heavy problems. The biggest problem regards the lack of finance due to the heavy financial crisis in this country. The interim cabinet makes efforts to restore the suspended payments under the EU Operational Programmes in the period 2007-2013 through a better dialogue with the European Commission. The Operational Programmes of the new 2014-2020 programming period are to be negotiated with Brussels by October 11, 2014. Premier Blizhanshki said that one of the tasks completed by the interim cabinet regards the establishment of the new Energy Board. He assured that the new school year will start on September 15 as usual and no disruptions in the system are expected, despite the difficulties caused by the recent floods in this country. For the purpose, the cabinet has allotted EUR 8 million to the regions affected by the floods. The application forms for two of the affected regions, which were hit by floods in June, have already been sent to Brussels. The country has applied for a total of EUR 300 million from the EU. With regard to the key task of the caretaker cabinet regarding the preparation of the early elections, Premier Bliznashki underlined that the cabinet is making daily efforts to guarantee the normal preparation of the election process. Premier Bliznashki said that the cabinet has kept another promise-to launch a Civil Board for transparent and free elections. He was positive that there are no “dead souls” in the registers and that the number of the IDs and passports issued in Bulgaria correspond to the number of the citizens in the permanent address roll. Professor Bliznahski underlined that the cabinet does its best to curb vote trading and has undertaken severe measures regarding the printing of the ballots for the early elections on October 5.
